Governor Cornel Rasanga presided over the official launch of a KShs. 52 million Water and Sanitation Project benefiting swathes of populations in Ugunja and Rarieda Sub Counties of Siaya County and funded by The County Government of Siaya and partners.
The project whose negotiations The County Government of Siaya initiated way back in November 2015 with Dorcas Aid International, Maji Milele Foundation and North Gem Community Based Organisation was July 2, 2018, launched in Madiany, Rarieda Sub County. Naya Water Supply Scheme supplying sections of Ugunja Sub County have been funded by the said partners at KShs. 11 million and East Uyoma Water Supply Scheme supplying sections of Rarieda Sub County has received funding worth KShs. 42 million.
In his speech, Governor Cornel Rasanga noted that while the common practice is that most rural water supply are managed by community water committees, poor management structures, limited capacities, difficulties with revenue collection, poor accountability and invisible water tariffs settings have seen many schemes being unsustainable and are under performing. Due to the under performance, only 36% of the Siaya population uses improved sources of water, with 49% having access to proper sanitation according to Cornel Rasanga Amoth.
“In order to address these water management challenges and effectively provide clean and affordable water to the target communities, the partners have agreed to adopt a Public-Private Ownership Management Model.The private operator will be Maji Milele, a Kenyan Water subsidising company of while the Public owner will be The County Government of Siaya and the local populations around the water schemes,’ he said.
The area MP Otiende Amollo who sent his apologies was represented by his Ward Manager, Jeff Atweng’a who while addressing the gathering promised that the office of The MP will give maximum support and political goodwill to the partners and contractors.
The Governor in his remarks also urged all stakeholders involved in the project to ensure successful and timely completion of these two pilot projects by December 2018 so that the County and partners can continue with the next phase of the projects as from next year 2019.
Initially the water project launched today was to cover 19 water schemes within Siaya County but were later reduced to 5 water schemes after a pre-feasibility study which identified Sira-Nyawita Water scheme and Naya Water Supply Scheme both in Ugunja Sub County, Masat Water Supply Scheme and Yesise Water Supply Scheme both in Ugenya Sub County and East Uyoma Water Supply Scheme in Rarieda Sub County. A water consultant then helped prioritize the two water projects from the above list of five, the two of which were launched today by His Excellency The Governor of Siaya County. The completion of the two schemes launched today has been deadlined at December 2018 after which the other three prioritized projects will be launched to increase access to clean, affordable and portable water services to the great people of Siaya County.
